生计脆弱视角下农村环境治理困境及优化路径探析——以福建省北部Z乡为例

Analysis of Rural Environmental Governance Dilemma and Optimization Path from the Perspective of Livelihood Fragility——Take Z Township in northern Fujian Province as an example

经济社会的快速发展在不断满足人民日益增长的美好生活需要的同时也带来了严峻的环境治理问题,边远农村同样不可避免。生计脆弱地区的农村环境治理相较而言有着更为复杂的治理因素,具有较高的治理难度系数。探清生计脆弱可能带来的群体性上访、返贫率陡增、治理能力和治理权力双重受限等治理困境,有助于基层政府寻求更为合理的治理行为进行农村环境治理,从而取得较好的环境治理效果。

The rapid development of economy and society not only meets people's growing needs for a better life,but also brings severe environmental governance problems,and remote rural areas are also inevitable.Rural environmental governance in fragile livelihood areas has more complex governance factors and higher governance difficulty coefficient.It is helpful for the grass-roots government to seek more reasonable governance behavior for rural environmental governance,and thus achieve better environmental governance results.
