摘要
作为按效付费、落实整改、监督问责的重要依据,系统全面、代表性强、易得易比的绩效评价指标有利于规范建设运营过程中的监督管理,避免设置标准的临时性、随意性,缺乏权威和效力,有助于提高项目过程管理和资金使用效率。本文以胶州湾海底隧道为例,在分析现状基础上,针对运行中存在的问题,对绩效考核指标进行了初步的探索梳理,提出开展绩效评价的对策建议。
As an important basis for pay for performance,implementation of rectification,supervision and accountability,the performance evaluation index program with systematic,comprehensive,representative and easy to compare is conducive to regulating the supervision and administration in the process of construction and operation,to avoid setting up the standard for temporary,arbitrary,the lack of authority and effectiveness,and help to improve the project process management and the service efficiency of funds.Taking Jiaozhou Bay Undersea Tunnel as an example,based on the analysis of the current situation,aiming at the existing problems in operation,this paper preliminarily explores and summarizes the performance assessment indicators,and puts forward countermeasures and suggestions for performance assessment.
