基于隶属度函数的地方政府间合作信任测度研究--以南昌、九江、宜春空气污染合作治理为例

Research on the Measure of Co-operational Trust Among Local Governments Based on the Membership Functions--Taking the Air Pollution Governance Among Nanchang,Jiujiang and Yichun City as an Example

合作信任是地方政府空气污染合作治理的关键。综合运用隶属度函数与AHP分析法对南昌、九江、宜春三个地方政府空气污染治理中合作信任度进行了实证分析。结果发现:三市合作信任比较好,尚有提升的空间,并提出坚持共赢性合作、公平联合执法、合理分配合作收益、信息共享、加强互动、提升合作能力等措施来增进合作信任的建议。

Co-operational Trust is the key to local governments in controlling air-pollution.The article uses integratively membership functions and AHP analysis to make a empirical analysis of the co-operational trust in controlling air-pollution among three local governments,namely Nanchang,Jiujiang and Yichun city.The results show,co-operational trust among them is great,and still has room for improvement.And related suggestions are put forward to enhance the trust,such as adhering to the concept of win-win cooperation,air enforcement,reasonable distribution of cooperation incomes,information sharing,strengthening interaction,and enhancing cooperation ability.
