白洋淀湿地生态系统服务价值评价--基于自然资源资产负债表编制视角

Evaluation of Baiyangdian Wetland Ecosystem service value--Based on the perspective of natural resource balance sheet compilation

为了将白洋淀湿地生态系统服务价值纳入自然资源资产负债表核算体系,推动落实白洋淀湿地报表编制工作。以自然资源资产负债表为视角,以会计学和管理学理论为基础,采用生态资产评估方法,根据《河北农村统计年鉴》《保定经济统计年鉴》及实地调查数据,对白洋淀湿地生态系统各项服务价值进行评价。研究结果显示:白洋淀湿地生态系统服务的价值为321.86×10^8元,其中使用价值为207.32×10^8元(直接使用价值为43.74×10^8元;间接使用价值为163.58×10^8元),占总价值的64.41%;非使用价值为114.54×10^8元,占总价值的35.59%。从自然资源资产负债表编制视角评价白洋淀生态系统服务的价值,是对推进白洋淀湿地自然资源资产负债表编制的有益探索,亦是推进白洋淀湿地生态资产价值量管理工作的进一步尝试。

The research aimed to integrate the service value of Baiyangdian Wetland ecosystem into the natural resource balance sheet accounting system,and promote the compilation of the Baiyangdian Wetland report.From the perspective of the natural resource balance sheet,the ecological asset assessment method was adopted based on accounting and management theories to evaluate various service values of Baiyangdian Wetland Ecosystem according to the Hebei Rural Statistical Yearbook,Baoding Economic Statistical Yearbook and field survey data.The research results showed that the value of Baiyangdian Wetland ecosystem Services was 321.86×10^8 yuan,of which the use value was 207.32×10^8 yuan(direct use value was 43.74×10^8 yuan;indirect use value was 163.58×10^8 yuan),accounting for 64.41%of the total value.The non-use value was 110.72×10^8 yuan,accounting for 35.59%of the total value.Evaluating the value of Baiyangdian ecosystem services from the perspective of natural resource balance sheet compilation is a useful exploration to promote the compilation of Baiyangdian Wetland natural resources balance sheet,and it is also a further attempt to promote the value management of Baiyangdian Wetland ecological assets.
