海关特殊监管区域保税维修业态发展研究

A study on the Development of the Bonded Maintenance in the Special Customs Controlled Areas

打造检测维修中心是以综合保税区为代表的海关特殊监管区域发展的方向之一。在关注国际贸易逆全球化及新冠肺炎疫情影响的大背景下,如何按照促进国内国际经济双循环的要求,对接好国内国际两个市场,利用新型业态推进高水平开放高质量发展是本文的主要研究方向。在此背景下,本文对于上海关区海关特殊监管区域的保税维修产业,梳理发展现状,并对现有政策下存在的问题进行剖析,结合自贸试验区临港新片区新型监管模式及其他重点产业发展维修的需求,提出创新模式及解决途径的探索。

Building inspection and maintenance center is one of the major developments of the special customs controlled area,especially to the comprehensive bonded zone.In the background of the rise of anti-globalization of international trade and the influence of covid-19 pandemic,this study focuses on how to leverage the new forms of business to promote high level opening up and high quality development,facilitate the dual circulation of domestic and international economy and integrate domestic and international market closely.This paper analyzes the status quo and problems of bonded maintenance industry in the special customs controlled areas in Shanghai,probes into the path of innovation of customs supervision and control according to the major demands of key industries in maintenance in the newly-established Lingang FTZ under China(Shanghai)Pilot Free Trade Zone.
