城市历史街区保护与更新利用中的协调性建设分析——基于苏州城市历史街区的调研

Analysis on the Coordinated Construction of Urban Historic District Protection and Renewal:Based on the Investigation of Suzhou Historical Districts

1982年后,我国城市历史街区得到了一定的重视,但随着经济发展的需求,其在保护更新过程中仍出现很多不合理的建设方案结果。文章通过对国内历史街区协调性建设发展进行概括,并基于苏州五片城市历史街区的更新利用措施,设计有关问卷调查,通过分析调查结果数据,提出在居民与建设实施机构的发言权、法律规范与实际问题的时效性、街区历史背景与现行功能定位、文化传承归属感与商业经营效益认同感同等重要的观点;最后根据因素间关系,针对历史街区建设问题得出需协调相关政策法律法规、协调建筑规划与文化传承、经济发展、商业运作、协调人文景观与居民生活环境、协调政府引导与公众参与四点思考。

After 1982,China's urban historic districts have received some attention,but with the demand of economic development,there are still many unreasonable results of construction schemes in the process of protection and renewal.This article summarizes the coordinated development of historical blocks in China,and based on the measures of renewal and utilization of five historical districts in Suzhou,designs a questionnaire,through the analysis of the results of the survey data,puts forward an idea that the voice of the residents and the construction implementing agencies,legal norms and the efficiency of the practical problems,historical background and the current block function orientation,cultural heritage belonging and identity business benefit are equally important point.Finally,according to the relationship between factors and the construction of historical blocks,four points of consideration are proposed:coordinate relevant policies,laws and regulations;coordinate architectural planning and cultural inheritance,economic development,commercial operation;coordinate cultural landscape and living environment of residents and coordinate government guidance and public participation.
