Research on Chongqing Green Project Investment and Financing Model:Take TOT Model as an Example

在重庆市提出建设绿色金融改革创新实验区[1]的背景下,提出创新绿色项目投融资模式示范——以TOT(Transfer-Operate-Transfer,PPP模式的一种)为例,力争通过绿色金融创新为重庆市探索一条可行之路,促进地方绿色供给侧项目持续推进,引领重庆绿色消费不断发展。通过TOT模式盘活存量绿色项目资产,一方面可以有效地化解地方政府债务,解决未来发展资金不足的问题;另一方面提升存量绿色项目运营管理效率,实现存量绿色项目本身的赋能与增值。

In the context of Chongqing's proposal to build a green financial reform and innovation experimental zone,a demonstration of innovative green project investment and financing models is proposed:taking TOT as an example,it strives to explore a feasible way for Chongqing through green financial innovation,promote the continuous promotion of local green supply-side projects,and lead the continuous development of green consumption in Chongqing.Revitalizing the stock of green project assets through the TOT model can effectively resolve local government debt and solve the problem of insufficient future development funds;on the other hand,it can improve the efficiency of stock green project operation and management,and realize the empowerment and value-added of stock green projects.
