老龄化背景下“时间银行”互助养老模式探究

Research on the"Time Bank"Mutual Aided Pension Model under the Background of Aging

人口老龄化的加剧,家庭功能的减弱,使得我国老年人的养老危机日益严重。“时间银行”互助养老模式作为我国养老服务体系的有益补充,在推行的过程中,受到越来越多低龄老年人的关注。本文在查阅大量有关“时间银行”互助养老资料的基础上,发现目前我国“时间银行”互助养老仍存在计量标准单一性问题、“时间货币”的异地转移接续问题以及法律制度不完善等问题,并在此基础上提出建立多层次的计量标准、完善信息系统,建立信息共享平台、完善相应的法律制度等相关建议。

The intensification of population aging and the weakening of family functions have made the crisis of the elderly in China increasingly serious.As a useful supplement to China's pension service system,the"time bank"mutual assistance pension model has attracted more and more young people's attention during its implementation.On the basis of consulting a large amount of information about"Time Bank"mutual assistance pensions,this article finds that China's"Time Bank"mutual assistance pensions still have problems such as the unity of measurement standards,and transfer and continuation of"time currency"in different places,and the imperfect legal system.On this basis,it puts forward relevant suggestions such as establishing multi-level measurement standards,improving information systems,establishing information sharing platforms,and improving corresponding legal systems.
