摘要
目的:调查江苏省县级疾病预防控制机构仪器设备配置状况,分析不足,对优化仪器设备配置,提高常见病、多发病和一般突发公共卫生事件现场检测能力,提出建议。方法:设计调查表,收集江苏省各个县级疾控机构仪器设备配置和需求状况,通过描述性分析和基尼系数进行现状及公平性分析。结果:江苏省各县级疾控机构A、B、C类仪器设备平均配置种类和数量达标率分别为64.1%和80.33%、55.32%和47.66%、25%和31.03%,均呈现苏北<苏中<苏南的趋势;A类设备基尼系数为0.35,B类设备基尼系数为0.36,C类设备基尼系数为0.48。结论:江苏省县级疾控机构仪器设备均未达到国家标准;苏北、苏中、苏南的达标率差异较大;A类和B类设备配置相对C类设备较为公平。建议加强仪器设备专项经费投入和设备使用状况评估;明晰县级疾控机构实验室定位,修订设备配置标准;统筹管理实验室仪器设备,实现信息化管理。
Objective:To investigate the equipment configuration of county-level CDCs in Jiangsu Province,analyze the deficiencies,and put forward suggestions for optimizing the equipment configuration of county-level CDCs,improving the on-site detection capacity of common diseases,frequently occurring diseases and general public health emergencies.Methods:The questionnaire was designed to collect the equipment configuration and demand status of county-level CDCs in Jiangsu Province,and the status and fairness were analyzed through descriptive analysis and Gini coefficient.Result:In Jiangsu Province,the average compliance rate of the three types of equipment in terms of type and quantity is 64.1%and 80.33%,55.32%and 47.66%,25%and 31.03%respectively,showing the trend of northern Jiangsu<central Jiangsu<southern Jiangsu;the Gini coefficientA=0.35,Gini coefficientB=0.36,Gini coefficientC=0.48.Conclusion:All of the equipment of county-level CDCs in Jiangsu Province are not up to the national standard;the difference of compliance rate among the north,the middle and the south of Jiangsu is large;the configuration of class A and class B equipment is more fair than that of class C equipment.It is suggested to strengthen the investment of special funds for equipment and the assessment of equipment;clarify the laboratory positioning of county-level CDCs,revise the equipment configuration standards;coordinate the management of laboratory equipment to achieve information management.
