The new development pattern of“dual cycle”is not only to expand aggregate demand,but also to increase the initiative of development and establish new advantages in development from the perspective of global economic balance.Shanghai should continue to expand its own demand,continue to maintain its leading consumption capacity and the ability to attract consumption;constantly upgrade industrial capacity,to become an important supplier to meet the needs of both industrial and consumer upgrading;accelerate the market-oriented reform of production factors,to become a hub and strategic link point for the flow of people,logistics,information,capital,data and other production factors in the internal and external circulation,fully reflect the role in the new development pattern.
