基于经济社会发展的区域科技创新协同发展策略研究——以湖南长沙、岳阳地区为例

摘要 科技创新成为推动经济社会发展的关键要素,科技创新的复杂性和不确定性使区域创新由竞争走向合作共赢。湖南省长沙、岳阳两地区域协同发展具备交通日趋完善、科技创新资源丰富、科技成果转化成效显著、产业协作空间显著、区域合作日益深化等有利条件,为此,做好空间规划,搭好创新平台,培育产业项目,释放项目集聚效应;做好人才引进,发挥创新人才效益;打破行政壁垒,营造创新协同生态环境,打造长岳两地科技创新协同命运共同体,可推动两地经济协同发展。 Scientific and technological innovation has become a key factor to promote economic and social development.Due to the complexity and uncertainty of scientific and technological innovation,regional innovation moves from competition to win-win cooperation.At present,there have favorable conditions for regional collaborative development in these regions of Changsha and Yueyang of Hunan Province,including increasingly perfect transportation facilities,abundant scientific and technological innovation resources,remarkable achievements in transformation of scientific and technological achievements,broad space for industrial cooperation,and increasingly deepening regional cooperation as well.Thus,it is crucial to build a good innovation platform by making spatial planning well,release the agglomeration effect by cultivating industrial projects,achieve the benefits of innovative talents by introducing talents,create a collaborative ecologi8cal environment by overcoming administrative barriers,these strategies could build a community of shared destiny of scientific and technological innovation and also promote the coordinated economic development between Changsha and Yueyang City.
