区块链技术治理机理研究

Research on Governance Mechanism of Blockchain Technology

通过对区块链技术的原理进行分析,结果发现:区块链技术本身含有去中心化倾向,受地方环境的影响,易背离中心,虽互助结网,但不能完全去除矛盾及风险,区块链技术的治理应顺应客观需要,将去中心化改为中心强化;区块资源优化配置伴生淘汰,国家治理不仅要优化资源配置提高效率,同时必须为被淘汰者匹配资源,市场的资源优化配置与政府的结构功能匹配必须并驾齐驱;国家治理体系是一个四维轻重匀称的秩序结构,全面均衡需要整合;保持秩序结构平稳是国家善治的基础。

Through the analysis of the principle of blockchain technology,the results show that:(1)Blockchain technology itself contains the tendency of decentralization,which is easy to deviate from the center due to the influence of local environment.Although mutual assistance and networking,contradictions and risks cannot be completely removed,the governance of blockchain technology should comply with the objective needs,and change the decentralization to the central strengthening;(2)The optimal allocation of block resources is accompanied by elimination,and the national governance should not only optimize resource allocation and improve efficiency,but also it is necessary to match the resources for those who have been eliminated,and the optimal allocation of resources in the market and the structural and functional matching of the government must go hand in hand;(3)The national governance system is a four-dimensional order structure with balanced weight,which needs to be integrated in an all-round way;(4)Keeping the order and structure stable is the foundation of good governance.
