广东垃圾分类与“白色污染”增加的调查研究

Investigation and Study on Increase of“White Pollution”in Garbage Classification in Guangdong Province

为了构建美好生态和人居环境,使公众对垃圾分类政策实施后带来的“白色污染”充分了解,对广州、深圳以及广东省内其他实施了垃圾分类的地区进行问卷调查。基于1335份问卷调研数据,从分类政策实施前后居民家中垃圾袋使用情况的变化、居民对可降解垃圾袋的认识和态度,分析垃圾分类政策实施后垃圾袋引起的“白色污染”是否有增加以及居民能否接受使用可降解垃圾袋这种解决方案。结果表明:①垃圾分类政策实施后,54.8%的家庭垃圾袋的使用数量增加,且其中不可降解的垃圾袋所占比例达95%以上,反映出“白色污染”确有增加;②已经意识到可降解垃圾袋有利于环境保护的人群占比达到89.81%;③愿意使用和愿意溢价购买可降解垃圾袋的人群比例却分别下降到52.94%和55.02%。

In order to build a beautiful ecological and living environment and make the public fully understand the“white pollution”caused by the implementation of garbage classification policy,a questionnaire survey was conducted in Guangzhou,Shenzhen and other areas in Guangdong Province where garbage classification is implemented.Based on the survey data of 1335 questionnaires,from the changes in the use of garbage bags at home before and after the implementation of the classification policy,and the residents'understanding and attitude towards degradable garbage bags,this paper analyzes whether the"white pollution"caused by garbage bags has increased after the implementation of the garbage classification policy,and whether the residents can accept the solution of using degradable garbage bags.The results show that:(1)After the implementation of the garbage classification policy,the use of garbage bags in 54.8%of households has increased,and the proportion of non-degradable garbage bags has reached more than 95%,reflecting the increase of"white pollution";(2)89.81%of the people have recognized that biodegradable garbage bags are good for environmental protection;(3)The proportion of people willing to use them and those willing to buy at a premium has dropped to 52.94%and 55.02%,respectively.
