摘要
为建立科学、合理的河长制考核机制,基于6大准则层(综合考虑水资源保护、水域岸线保护、生态修复、执法监督和河长制体系)、18个指标层的河长制考核评价指标体系,引入了云模型理论,建立了基于熵权云模型的区域河长制考核评价模型;采用该模型对晋中市汾河河长制工作进行考核评价时,得到评价结果与该地区河长制实施力度与执行情况基本一致,评价结果合理,评价模型对于该地区河长制考核评价具有适用性,研究结果对其他地区开展河长制考核评价具有一定的指导意义。
In order to establish a scientific and logical assessment mechanism of river chief system,the evaluation index system of river chief system is established based on 6 criterion layers(including water resource protection,water shoreline protection,ecological restoration,law-enforcing supervision and river chief system)and 18 index layers is established.By introducing the cloud model theory,an evaluation model of regional river chief system based on entropy weight cloud model is obtained.When the river chief system of Fenhe River in Jinzhong City is evaluated,the evaluation results are reasonable and basically consistent with the implementation of river chief system of that area.It indicates that the evaluation model is applicable to the assessment of river chief system in this area and the research results have certain guiding significance for the assessment and evaluation of river chief system in other areas.
