基于现代化治理体系的乡村干部能力素质模型构建

CONSTRUCTION OF RURAL CADRE COMPETENCY MODEL BASED ON MODERNIZED GOVERNANCE SYSTEM

国家治理体系和治理能力现代化,需要乡村治理体系和治理能力的现代化。乡村干部的能力素质必须适应现代化治理体系的要求。乡村干部岗位具有国家代理人与村庄当家人的“双重角色”,承担着政务与村务的管理职能,具有复杂性与多面性。在乡村治理体系现代化的要求下,乡村干部应在政治、法治、文化、科技、管理等方面具有较高素养。本文以乡村治理体系现代化对乡村干部的素质要求为依据,参考“能力素质冰山模型”,构建乡村干部能力素质模型,为乡村干部的选拔、培训提供参考。

To modernize the national governance system and governance capacity,it is essential to modernize the rural governance system and governance capacity.Competencies of rural cadres must adapt to the requirement of the modernized governance system.The post of rural cadres possesses the"dual role"of national agent and village head,assumes the function of managing government and village affairs,and is both complicated and multifaceted.Required by the modernization of village governance system,rural cadres should have higher competencies in party consciousness,rule of law,village culture,science and technology,and management.Based on the requirement by the modernization of the rural governance system on the quality of rural cadres and in reference to the"Iceberg Model of Competencies",the paper constructs the rural cadre competency model,thus providing reference for the selection and training of rural cadres.
