共建共治共享社会治理格局下村民主体意识的培育——基于宁夏J县积分制乡村治理模式之考察

The Cultivation of Villagers'Subjective Consciousness Under the Construction of Social Governance Based on Collaboration,Participation and Common Interests:An Investigation Based on Point-based Rural Governance Model of J County in Ningxia

乡村共建共治共享社会治理格局的构建需要重点关注村民的主体地位,积极培育村民主体意识。宁夏J县根据所辖乡村社会现实,创制积分制乡村治理模式,主要围绕乡村振兴的“五个方面”,建设“两项载体”,成立“两支队伍”,实现“三个效果”,形成共建共治共享社会治理格局下自治、法治、德治相融合的乡村治理机制。通过“增权赋能”,培育村民权利意识,提高村民自我认同;通过建章立制,规范和引导村民行为,养成村民法治思维;通过共享乡村治理成果,保障村民主体性和乡村治理目标的统一,在共建共治共享社会治理格局中提升村民主体性。J县积分制乡村治理模式的实施增强了乡村治理中村民的主体意识,创设了村民主体意识培育从理念到实践的可行路径,取得了良好的社会效果。

The construction of social governance based on collaboration,participation and common interests in rural areas needs to focus on the subjective position of villagers and actively cultivate their subjective awareness.Based on the social reality of rural areas under its jurisdiction,J County in Ningxia has created a point-based rural governance model,focusing on the"Five Aspects"of rural revitalization(industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization,organizational revitalization),building"Two Carriers"(point card and charity supermarket),establishing"Two Teams"(evaluation team and supervision team),and achieving"Three Effects"(obtain practical results in enhancing the cohesion and appeal of grassroots Party organizations,in strengthening comprehensive grassroots governance and in effectively inspiring the endogenous power of the masses).It aims to cultivate villagers'awareness of rights and improve villagers'self-identity through"power empowerment",standardize and guide villagers'behavior and cultivate villagers'legal thinking through the establishment of rules and regulations,and ensure the unity of villages'subjectivity and the goals of rural governance by sharing the results of rural governance,enhancing villagers'subjectivity in the social governance based on collaboration,participation and common interests.The implementation of J County's rural governance model has strengthened villagers'subjective consciousness,created a feasible path for the cultivation of it from concept to practice,and achieved good social effects.
