热带植保国际合作发展成效与新时期发展模式探讨——以中国热带农业科学院环境与植物保护研究所为例

Development Effect and Development Mode of International Cooperation in Tropical Plant Protection at the New Era-A Case Study of Institute of Environment and Plant Protection,Chinese Academy of Tropical Agricultural Sciences

从全球化进程对热带农业国际交流工作的发展需求出发,提出新时期热带植保国际合作要服务国家粮食安全、乡村振兴和生态环境安全、国家农业外交大局、国家安全和海南自由贸易港建设的“五服务”发展战略定位[1],抓住“一带一路”倡议和“海南建设国际自由贸易港”等政策红利,以植物保护学科国际合作平台建设为契机、加快战略布局,以项目为桥梁,实现资源共享,以引进人才、培养人才为重点,加快推进高素质队伍的建设。

According to the need of the development of globalization of international cooperation and exchange in tropical agriculture,tropical plant protection international cooperation work is proposed to serve the national food security,rural revitalization,ecological environment safety,national diplomatic work in agriculture,national security and the construction of free trade port in Hainan.A plant protection international cooperation platform should be established to speed up the strategic layout by taking the advantage of the policies of the"One Belt And One Road"initiative and"Building an International Free Trade Port in Hainan".Projects are introduced into the platform to share resources with talents introduced or fostered as a priority to accelerate the construction of high quality talent teams.
