环境监测服务市场化的理论内涵、困境与对策

摘要 环境监测服务市场化具有显而易见的效率优势,在内容、形式、运作、效果上都呈现出与垄断模式不同的特点。但是,在环境监测服务市场化改革中也出现了多重困境,需要进一步明确政府和市场的界限,加强对市场参与主体的监督,制定相关的运行规则体系。 The marketization of environmental monitoring service has obvious efficiency advantage,showing different characteristics from the monopoly mode in terms of content,form,operation and effectiveness.However,multiple dilemmas have emerged in the marketization reform of environmental monitoring service,which require further clarification of the boundaries between the government and the market,strengthening the supervision of market participants,and developing a system of relevant operating rules.
