防范化解社会领域重大安全生产风险是党和国家防范化解重大风险战略部署的重要组成部分,而法治化途径已经成为此项工作的必然方式。文章对防范化解重大安全生产风险、基层政府法治化相关概念进行了探讨,对基层政府防范化解重大安全生产风险法治化的必要性进行了分析,从制度层面、环境层面对基层政府防范化解重大安全生产风险法治化的路径进行了系统构建。

To prevent and resolute major safety production risks in the social field is an important part of the strategic deployment of the party and the state.The legalization approach has become an inevitable way of this work.This paper discusses the related concepts and the legalization of the basic-level government,analyzes its necessity,and systematically constructs the path at the system level and environmental level.
