基于风险收益对等的交通基础设施PPP项目定价模型

摘要 交通基础设施项目的需求和政府资金不足的矛盾催生了PPP的引入,定价问题是PPP项目成功的关键因素之一。根据地铁、轻轨、隧道等PPP项目的准经营性特点,通过分析交通基础设施PPP项目产品价格影响因素,研究其价格关键影响因素模型,找出其价格形成机理,构建了基于风险收益对等的定价模型,以期为政府制定合理价格提供科学依据,为项目的成功运作提供科学的保障。 the contradiction between the demand of transportation infrastructure projects and the shortage of government funds has given birth to the introduction of PPP,and pricing is one of the key factors for the success of PPP projects.On the basis of the quasi-operational characteristics of PPP projects,such as subway,light rail,tunnel and so on,through analyzing the influencing factors of product price of transportation infrastructure PPP project,this paper studies the model of key influencing factors of price,finds out the mechanism of price formation,constructs a pricing model based on risk-return equivalence,provides scientific basis for the government to make reasonable price,and provides scientific guarantee for the successful operation of the project.
