摘要
如今人才已成为当今社会经济发展的重要资源,全国各地纷纷出台“人才新政”进行人才资源争夺。通过对哈尔滨市人才引进政策工具进行分析研究,发现哈尔滨市在人才上所使用的政策工具以环境型和供给型为主,对于需求型政策工具以及评估型政策工具使用较少。哈尔滨市应发挥特色优势打造城市品牌,改善政策软环境来提升城市吸引力,并通过丰富政策工具、优化政策协同体系、运用新思维新技术等实现人才效益最大化,促进哈尔滨市未来发展。
Nowadays,talent has become an important resource for today’s social and economic development.All over the country have introduced“new talent policies”to compete for talent resources.Through the analysis of the policy tools of talent introduction in Harbin,it is found that the policy tools of talent introduction in Harbin are mainly environment-oriented and supply-oriented,while the demand-oriented and evaluation oriented policy tools are less used.Harbin should give full play to its unique advantages,build a city brand,improve the policy soft environment to enhance the city’s attractiveness,and maximize the benefits of talents by enriching policy tools,optimizing the policy coordination system,and using new thinking and new technology,so as to promote the future development of Harbin.
