数据化导侦在“互联网+”非法集资案件中的应用研究

Research on the Application of Data Guided Investigation in“Internet+”Illegal Fund Raising Cases

2018年,公安部经侦局提出“两年锻造全新警种”工作规划,在全国经侦部门开展“信息化应用,数据化实战”工作,提出“智慧新经侦”理念,加快了信息化、数据化在公安经济侦查工作中的应用。在此背景下,结合案例分析了当前数据化导侦在“互联网+”非法集资案件中应用的必要性,提出了在“互联网+”非法集资专项工作中建立“数据建库、研判先行、打击联动、追赃维稳”的数据化导侦实战模型的构想,并最后总结了应用该数据化导侦模型时应注意加强协作的问题。

In 2018,the Bureau of Economic Investigation of the Ministry of Public Security put forward the work plan of“forging a new type of police force in two years”,carried out the work of“informatization application,data practical combat”in the national economic investigation department,put forward the concept of“intelligent new economic investigation”,and accelerated the application of information technology and data in the public security economic investigation work.In this context,we analyzed the necessity of the current data-guided investigation in“Internet+”illegal fund raising cases with cases,proposed the concept of establishing a data-guided investigation practical model of“data building,researching and judging first,combating linkage,recovering stolen goods and maintaining stability”in the special work of“Internet+”illegal fund raising,and finally summarized the issues that should be paid attention to strengthen collaboration when applying the data-guided investigation model.
