我国γ-羟基丁酸的管制问题探讨——以“咔哇酒”现象为视角 被引量:1

摘要 新型饮品“咔哇酒”经实验室检测,内含高浓度的我国管制的一类精神药品γ-羟基丁酸(GHB)及其前体化学品γ-丁内酯(GBL)的成分。在对其进行科学解读的基础上,理清了γ-羟基丁酸及其前体化合物和γ-氨基丁酸的联系和区别,明析“咔哇酒”是否合法,阐述γ-羟基丁酸滥用的发展与危害,分析我国对γ-羟基丁酸及其前体化合物进行管制的瓶颈问题,并结合管制现状拓展公安部门的毒品案件办理思路,加强禁毒综合治理工作,以弥补γ-羟基丁酸的管制漏洞。 “Kahwa Wine”,a new type of beverage,has been tested in laboratory,containing high concentrations ofγ-hydroxybutyric acid(GHB)and its precursor chemicalγ-butyrolactone(GBL),a class of psychotropic drugs controlled in China.In carries on the scientific interpretation,on the basis of clarifying the connection and difference betweenγ-hydroxybutyric acid and its precursor compounds andγ-aminobutyric acid,analyzing whether“Kahwa Wine”is legal,explaining the development and harm ofγ-hydroxybutyric acid abuse,analyzing the bottlenecks ofγ-hydroxybutyric acid and its precursor compounds for control in China,and expanding the ideas of public security departments in handling drug cases in the light of the current situation of control,and strengthening comprehensive anti-drug management to close the control loopholes ofγ-hydroxybutyric acid.
