“丝绸之路经济带”背景下新疆金融资源配置效率研究

Study on the Efficiency of Financial Resource Allocation in Xinjiang under the Background of "Silk Road Economic Belt"

金融发展在“丝绸之路经济带”的建设过程中起着至关重要的支撑作用。从人力因素、财力因素和效率产出三个层面构建评价指标体系,运用DEA模型对2009—2018年新疆金融资源配置效率进行实证测算。结果表明:新疆金融资源配置效率在近十年间呈现出先降后升的趋势,政府财政支出存在冗余、金融资源投入不佳及金融资源未得到充分利用是影响新疆金融资源配置效率的主要因素。基于此,针对如何提升新疆金融资源配置效率提出了对策建议。

Financial development plays a vital supporting role in the construction of the"Silk Road Economic Belt".This paper constructs the evaluation index system from three aspects:human factor,financial factor and efficiency output,and uses the DEA model to measure the efficiency of financial resource allocation in Xinjiang from 2009 to 2018.The results show that the efficiency of financial resources allocation in Xinjiang has fluctuated in the past ten years,the redundancy of government expenditure,the poor investment of financial resources and the underutilization of financial resources are the main factors affecting the efficiency of financial resources allocation in Xinjiang.Based on this,the countermeasures and suggestions on how to improve the efficiency of financial resources allocation in Xinjiang are put forward.
