摘要
欧洲议会科学技术选择和评估委员会(Scientific and Technological Options Assessment,STOA)自2014年开展科学和技术预见工作,服务于欧洲议会,以帮助提高MEPs的决策能力和增强公众意识为目标,形成了一套系统的技术预见方法,其主要按照"选择主题—地平线扫描—社会影响的全景展示—探索性场景构建—立法回溯和推衍可能的技术路线—预见结果输出"的流程,已开展多项具有多学科特性的社会前言热点问题的预见研究。本文就STOA开展技术预见的目的意义、具体流程、研究特点进行全面解析,以期为我国的技术预见活动提供参考。
The Scientific and Technological Options Assessment(STOA)of the European Parliament started the science and technology foresight science 2014,mainly serves for the European Parliament,and aims to help policy-makers and the society to better understanding the implications of their actions through the use of innovative forms of communication.STOA's foresight study has developed a set of systematic approach,which mainly constructs the process of choosing the theme-horizontal scanning-panorama of social influence-exploratory scene construction-legislation backtracking and deducing of possible technology process,and has launched some foresight research of social heated issues with multidisciplinary characteristics.This article makes a comprehensive analysis of the purpose,approach,research focus of STOA's technology foresight,in order to provide a theoretical basis for national technology foresight activities.
