双循环新发展格局下的中国科技创新战略

China’s Science and Technology Innovation Strategy under the New Development Pattern of“Dual Circulation”

创新是经济高质量发展与企业转型升级的驱动器与加速器,当前正处于百年未有之大变局,面对后疫情时代的世界经济新格局与全新的国际关系新形势,系统厘清当前科技创新体系面临的突出问题,基于新时代背景、新经济形势以及新的问题挑战为确立新的科技创新战略意义重大,尤其是在双循环背景下如何系统性扭转与解决传统过度注重外循环导致企业核心技术对外依存度高以及关键核心技术“卡脖子”问题意义凸显。本文立足于当前双循环新发展格局的中长期战略背景,从创新政策体系、区域创新体系、企业创新模式三重视角探究双循环背景下科技创新体系面临的突出问题,认为双循环下的创新引领体系需要基于“底线开放思维+全面自主创新”全新创新战略实现创新引领,并基于新型举国体制引领、未来产业引领与世界一流企业引领的整合式创新三重引领路径迈向世界科技创新强国。

Innovation is the driver and accelerator to drive the high-quality development of economy and the transformation and upgrading of enterprises.At present,it is in a great unseen change situation in a century.Facing the new world economic pattern and the new situation of international relations in the post epidemic era,we should systematically clarify the outstanding problems faced by the current scientific and technological innovation system,and establish new technological innovation strategy based on the background of the new era,the new economic situation and the new problems and challenges,which is of great significance.Especially in the context of“dual circulation”,how to systematically reverse and solve the problem of high dependence on core technology and“Bottleneck”of key core technology caused by excessive attention to external circulation is of great significance.Based on the medium and long-term strategic background of the current“dual circulation”new development pattern,this paper explores the prominent problems faced by the scientific and technological innovation system under the background of“dual circulation”from the perspectives of innovation policy system,regional innovation system and enterprise innovation mode,and holds the point that the innovation leading system under the“dual circulation”needs to be realized based on the new innovation strategy of“opening thinking based on bottom line and comprehensive indigenous innovation”leading,and based on the three leading paths of holistic innovation led by the new pattern of the whole nation system,the future industry and the world-class firms,China will become a strong country in science and technology innovation in the world.
