加快河北省向消费强省迈进的现实依据与政策研究

Practical Basis and Policy Research on Hebei’s Striding Towards Being a Consumption-strong Province in an Accelerated Manner

促进消费及转型升级作为扩大内需的重要力量,已成为当前经济高质量发展的决定性因素与长期战略。面向“十四五”要实现消费的提质增效,让消费撑起未来经济社会发展大局,河北省首要任务就是要加快构建有益于消费扩张的内需供给体系。新形势下,河北省要实现由消费大省向消费强省的战略性转变,还面临一些不足与短板。本文在深入剖析当前消费市场运行特点与新趋势的基础上,针对河北省面临的突出问题,从六大方面提出了推动全省消费快速增长的“河北方案”,旨在为河北省经济高质量与可持续发展提供现实依据与政策参考。

Promoting consumption and transformation and upgrading as an important force of expanding domes⁃tic demands has become a decisive factor and long-term strategy of the present high-quality economic development.With a view to realizing the quality and effect improvement of consumption and making the consumption prop the overall economic and social development during the 14th Five Plan,Hebei’s top task is to accelerate establishing a supply system of domestic demands beneficial to consumption expansion.In the new situation,Hebei is still faced with some deficiencies and weaknesses in realizing the strategic transformation from a consumption-large province to a consumption-strong province.Based on a deep analysis of operation characteristics and new trends of the cur⁃rent consumption market,this report,targeting prominent problems facing Hebei,puts forward a“Hebei Plan”to advance a rapid growth of Hebei’s consumption from six aspects with a view to providing practical basis and policy reference for the high-quality and sustainable development of Hebei’s economy.
