“两山”理论与民族乡生态治理现代化建设研究

Research on the“Two Mountains Theory”and the Modernization of Ecological Governance in Ethnic Townships

2020年是“两山”理论提出第15周年。这一理论对于推进民族乡生态治理现代化建设具有重要的指导作用。民族乡生态需要在治理主体、理念、手段、能力和目标等五个方面实现现代化。“两山”理论蕴含着一个民族生存与发展的物质与文化基础、生态治理现代化的实现条件、发展进程和建成目标等元素;民族乡理论与政策创新不足、行政权力的“弱化”及民族元素属性的“劣势化”成为重要的个性化制约因素;如何树立现代生态文明理念,构建“三治融合”的治理体系,提升四个方面的治理能力以及创新民族乡政策与机制,是“两山”理论指导下实现民族乡生态治理现代化的基本路径。

2020 is the 15th anniversary of the"two mountains"theory,which plays an important guidingrole in promoting the modernization of ecological governance in ethnic townships.The ecology of ethnic town-ships needs to be modernized in five aspects:governance subject,idea,means,ability and goal.The theoryof"two mountains"contains the material and cultural basis for the survival and development of a nation,therealization conditions,development process and completion goals of ecological governance modernization;thelack of innovation in the theory and policy of ethnic townships;the weakening of administrative power and the"deterioration"of ethnic element attributes have become important personalized constraints;how to establishthe concept of modern ecological civilization,build the governance system of"three governance integration",improve the governance capacity in four aspects,and innovate the policies and mechanisms of ethnic townshipsare the basic paths to realize the modernization of ecological governance in ethnic townships under the guidanceof the"two mountains"theory.
