“政—研—企”党建联动工作机制研究

Study on the Working Mechanism of Government-Institution-Enterprise Party Building Linkage

我国是农业大国,重农固本是安民之基、治国之要。新时代,各级政府农业农村部门、科研单位、涉农企业凝心聚力服务乡村振兴战略实施,共同开创农业农村现代化建设新局面。如何有效发挥各类基层党支部的战斗堡垒作用,建立健全横向、纵向党建联动工作机制,成为当前党建研究的一个重大课题和紧要任务。本文聚焦党建助力热作产业发展、热区乡村振兴,以农业农村部农垦局党支部、中国热带农业科学院机关党委、中热与高科公司党支部为研究对象,分析目前工作开展情况与经验成效,提出推进“五融合”党建联动机制的措施建议,为筑牢乡村振兴的党建基石、强化组织保障提供借鉴参考。

China is a big agricultural country,and focusing on agriculture is the foundation of peace and governance.In the new era,the agricultural and rural departments of governments at all levels,scientific research institutions,and agricultural enterprises concentrate on serving the implementation of the rural revitalization strategy,and jointly create a new situation in the modernization of agriculture and rural areas.It has become an important topic and urgent task of the current party building research that is how to effectively play the role of fighting fortress of various grass-roots party branches and establish and improve the working mechanism of horizontal and vertical party building linkage.Focusing on party building to help the development of the tropical crop industry and rural revitalization,this article took Party Branch of Bureau of State Farms,Ministry of Agriculture and Rural Affairs,Party Committee of Chinese Academy of Tropical Agricultural Sciences,and Party Branch of China Tropical&High-Tech Company as study subjects.It analyzed current work development and experience effectiveness,and put forward the measures and suggestions to promote''Five Integration''party building linkage mechanism,which provided reference for building a solid foundation for rural revitalization of the party building and strengthening the organizational guarantee.
