构建二元平衡的营商环境:基于价值共创的理论、经验和适配度

Constructing a Dual Balanced Business Governance Environment:Theory,Experience and Proportionality Based on Value Co-creation

十九大之后,各级政府正在积极开展以构建优良营商环境为核心的政府职能转变工作,以推动"放管服"改革走向深入。尤其在后疫情时代,企业面临疫情和国内外经济形势变化的冲击,急需政府提供优良营商环境。在当前政府构建营商环境的实践进程中,出现了过于重视营商环境的指标化、评价化趋势,以及将招商引资逻辑照搬到营商环境构建中等问题,需要以价值共创理论为框架,构建政府、企业二元平衡的营商环境,推进经济治理的效率化、科学化和公平化。

After the 19 th National Congress,governments at all levels are actively carrying out the transformation of government functions with the construction of an excellent business environment as the core,in order to promote the deepening of the reform of"distribution service".Especially in Post COVID-19 epidemic era,vast number of enterprises are facing the impact of epidemic situation and changes in domestic and international economic situation,and it is urgent for the government to provide an excellent environment to help them to recover as soon as possible.However,in the current practice process of building business environment by the government,there is a tendency of paying too much attention to the business environment as an indicator and evaluation,and copying the logic of attracting investment into the construction of business environment.Therefore,this paper proposes to build a business governance environment with dual balance between government and enterprises based on the theory of value co-creation.The new dual balanced business environment will help to promote the efficiency,scientificization and fairness of economic governance.
