社会治理对农村饲料养殖污染治理的启示及实施路径

Enlightenment of social governance on pollution control of rural feed breeding and its implementation path

农村饲料养殖多呈现规模效应弱、科技含量低、环境意识不强等问题,对农村的环境造成了较为严重的污染。随着群众对生态环境要求的提高及农村产业发展管理的严格,强化农村饲料养殖污染治理迫在眉睫。农村饲料养殖容易产生水、土壤、大气以及疫病污染,而目前的主要污染治理模式以企业治理、政府治理和第三方治理为主,存在一定的限制和困境。本文创新将社会治理引入农村饲料养殖污染治理模式,以期形成多元共治的局面,对农村产业绿色发展、可持续发展提供参考。

In rural areas,the problems of feed breeding are weak scale effect,low scientific and technological content,and weak environmental awareness,which cause serious pollution to the rural environment.With the increasing demands of the masses on the ecological environment and the increasingly strict management of rural industrial development,it is extremely urgent to strengthen the pollution control of rural feed breeding.At present,feed farming in rural areas is prone to produce water,soil,air and epidemic pollution,while the current main pollution control models are mainly enterprise control,government control and third-party control,which have certain limitations and difficulties.This paper innovatively introduced the social governance into the pollution control mode of rural feed farming,so as to form the situation of multiple co-governance,and provide reference for the green and sustainable development of rural industry.
