Research on Human Capital Development and Targeted Poverty Alleviation Policy in Henan Province

基于贫困问题的多属性特质,贫困在界定层面呈现为状态的多维性和层次的多级性,在成因层面呈现为多因素致贫性和代际传递性。河南省也存在贫困现象,而贫困人口致贫的主要因素是病、残和劳动力缺乏。鉴于此,可以从激发内生动力、开展多层次培训、加强教育扶贫、推进就业等几个方面提升贫困人口人力资本的精神层次与素质层次,进而实现河南省根源性脱贫。

Based on the multi-attribute of poverty,there are multidimensional states and multi-level concerning the definition of poverty,and considering the causes of poverty,there exist multiple factors and inter-generational transmission.Poverty also exists in Henan province,and the main factors causing poverty are illness,disability,and lack of labor force.In view of this,we can improve the spiritual quality and the human capital of the poor population,for example,stimulating endogenous motivation,carrying out multi-level training,strengthening poverty alleviation through education,and promoting employment,so as to realize the poverty alleviation from root in Henan province.
