摘要
为完善档案法规体系,促进新修订《档案法》实施,应按照遵循档案法立法导向和法律文本、面向档案工作实践、契合档案事业发展趋向、降低档案制度转换成本的思路,从保障档案利用权利、鼓励档案社会参与、加强档案信息化建设、推进档案资源共建共享、优化档案公共服务、明确档案管理责任、强化档案监督检查等七个方面加强新修订《档案法》配套制度建设,从而夯实新时期档案事业规范化、制度化和现代化发展的制度基础。
In order to improve the system of ar⁃chives laws and regulations,promote the imple⁃mentation of the newly revised Archives Law,and consolidate the institutional foundation for the stan⁃dardization,institutionalization and modernization of archival cause in the new era,we should follow the idea of"following the legislative guidance and text of archives law,facing the practice of Archival work,conforming to the development trend of ar⁃chival cause,and reducing the cost of archives sys⁃tem conversion",so as to strengthen the support⁃ing system construction of the newly revised Ar⁃chives Law from the following seven aspects:pro⁃tecting the rights of archives utilization,encourag⁃ing the social participation of archives,strengthen⁃ing the construction of archives informatization,pro⁃moting the co-construction and sharing of archives resources,optimizing the public service of archives,clarifying the responsibility of archives manage⁃ment,and strengthening the supervision and in⁃spection of archives.
