网络监督是网络时代以制约权力运行为目标指向的新型监督。监督的属性和网络的特质相结合,使网络监督既表现出扎根人民立场的全民性、耦合府民关系的便捷性、有效制约权力的阳光性、保障网民权益的安全性等独有的监督优势特质,又呈现出监督功能认知被无限夸大与极力贬损、监督伦理责任追究与权益保障合理诉求、监督政治梗阻下角色异化与行为僭越等对立困境。这需要树立正确的网络监督制衡权力理念,着眼建设权力阳光运行的网络监督治理生态,努力构建以网络监督贯通各类监督的权力监督治理体系,最终实现制约权力运行网络监督困境的突围与超越。

Internet oversight is a new form of supervision for checking the exercise of power in the internet age.Combining oversight with the Internet has the merits of public participation on the basis of people-centered stance,convenience of coupling the relationship between the people and the government,transparency in effective power checking,and security for the rights and interests of the netizens,etc.On the other hand,it also presents some conflicts,such as the antithetical views over the functions of oversight through Internet,with infinite overstatement on the one side and extreme derogation on the other side,the antithesis between the ethical accountability of oversight and the reasonable demands for the protection of oversight rights and interests,and the antithesis between role alienation and overstepping conduct in the oversight political context.Therefore,it is imperative to foster a sound vision for developing Internet oversight to check the exercise of power,strive to build an oversight governance system with Internet oversight running through all forms of supervision,so as to build an Internet oversight governance ecosystem to ensure that power is exercised under public oversight,and ultimately break through the barriers to effective Internet oversight.
