“标准地”在上海市某区的探索与实践

Exploration and Practice of"Standard Land"in a District of Shanghai

“标准地”是上海高质量土地管理体系中为提高产业用地供应效率而提出的一种优化的土地出让模式。本文研究上海市某区“标准地”出让操作模式,并开展了试点实践,研究成果证明新的出让模式充分发挥市场在土地资源配置中的作用,不但节省了拿地的时间成本,也降低了企业的资金成本,有利于优化该区的营商环境,提高产业用地利用质量。

"Standard Land"is an optimized land transfer mode for improving the efficiency of industrial land supply in Shanghai high-quality land management system.The author studies the operation mode of"standard land"transfer in a district of Shanghai,and carries out pilot practice.The research results show that the new transfer mode can give full play to the role of the market in land resource allocation,not only saves the time cost of land acquisition,but also reduces the capital cost of enterprises,which is conducive to optimizing the business environment of the district and improving the quality of industrial land use.
