危险化学品企业创建安全文化的实施方法

Research on Implementation Methods of Creating Safety Culture in Hazardous Chemicals Manufacturers

近年来,危险化学品行业事故频发,表明传统的安全管理技术已经不能满足日常安全管理的需求,企业的安全管理在着力提高生产装置和储存设施本质安全水平的同时,必须下大力气强化对人的不安全行为的管理上,安全文化便是对人管理的最佳途径。文章分析了当前阶段安全文化建设存在的问题,通过文献汇总、分析,提出五种创建安全文化的方法,以全面提升危化企业的安全水平。

In recent years,the frequent occurrence of accidents in the hazardous chemicals industry has indicated that traditional safety technology cannot meet the needs of daily safety management and the focus of enterprise security management should shift from the essence of the equipment to the management of people’s unsafe actions.Thus,safety culture is the best way to manage people.In this paper,the author firstly analyzes the construction problems about the current phase of safety culture.And then five methods of creating a safety culture are put forward to improve the essential safety of hazardous enterprises,and to achieve the purpose of"culture"through the collection and analysis of the literature.
