边境牧区各族民众铸牢中华民族共同体意识的关键性要素

The Key Elements for Forginga Sense of Community for the Chinese Nation by People of all Ethnic Groups in the Border Pastoral Areas

铸牢中华民族共同体意识是我国西部边境牧区现代化治理的关键目标和价值引领,从顶层设计、文本分析和实践总结等三个层面出发,明确贯穿于牧区安全、稳定、团结、发展的边境建设与民族团结是其中的关键性要素。在顶层设计中,物质层面推进更高质量的发展,持续改善民生;在精神层面,持续增强文化认同,巩固各民族大团结。上述两个层面都是宏观的关键性要素。在对《"兴边富民"行动"十三五"规划》等政策文本的分析中,发掘出6个中观要素、23个微观要素在内的关键性要素体系。在具体实践过程中,明确聚焦发展、普惠民生、促进互嵌、增进认同的实践逻辑。在铸牢中华民族共同体意识中,要着眼于边境民众个体的思想认识,真正打牢中华民族共同体的思想基础。

Forging a sense of community for the Chinese Nation among the people of all ethnic groups in the pastoral border areas is a systematic project that needs the joint efforts of the state and society.Whether it is establishing a governance plan,or generating a group/individual psychology,emotion and thinking,coupled with differences of objectives and the consideration of optimal allocation of resources,we first need to clarify the key elements.With the recognition of the key elements of top-level design,we should be able to solve the ethnic problems from both material and spiritual aspects.The material level should focus on the realization of an overall well-off society and modernization,by promoting the high-quality sustainable development of pastoral border areas,continuously improving people’s livelihood,and enhancing the sense of gain and happiness of border people of all ethnic groups via an all-round material guarantee.On the spiritual level,we should develop ethnic unity and progress,carry forward,cultivate and practice socialist core values,continuously enhance the identity of Chinese culture,and consolidate the unity of all ethnic groups.Based on the analysis of policy texts,such as"The 13th Five-Year Action Plan to‘Bring Prosperity to Border Areas and the People’",a system of key-elements is devised.It includes six medium-term elements,such as strengthening infrastructure construction to stabilize the border;enhancing the construction of people’s livelihoods to stabilize the border;and developing industry to make the border prosperous,as well as 23 micro elements,such as the construction of a:comprehensive transportation system;water conservancy and energy infrastructure;information network infrastructure;and so forth.Both of these categories of elements are important factors needed to achieve the goal of national and regional governance,and,they are also the key elements which need to be given special attention by the people of all ethnic groups in the pastoral border areas in order to forge a strong sense of community for the Chinese Nation.In order to forge a strong sense of community for the Chinese Nation in the pastoral areas,under the environment of regional security and overall stability,we should focus on the ideological understanding of the border people from the two dimensions,i.e.the region and the border people,and to lay a truly solid ideological foundation of the community for the Chinese nation.It is not only necessary to meet the multiple needs of a better life needs of the people of all ethnic groups in the border pastoral areas,but also to condense the consensus of values and common behavior of the people of all ethnic groups through the"Five Identities"within the two directions of cognition and action.This is also the focus of all the work in the pastoral border areas during the"14th five-yearplan"period.
