Characteristics and Enlightenment of Archives Administrative Supervision System in New Zealand

本文采用网站调研和政策文本分析法,解构国际领先实践新西兰档案行政监管体系,归纳总结出五项特点:系统的监管制度、多方的监管协同、灵活的监管工具和可持续的监管评估;进而立足我国实践提出了如下借鉴建议:加强监管法规制度体系建设、构建基于档案治理的监管框架、采取多元化的监管行动与工具、以资产意识为导向优化监管能力与体系。

This paper uses website research and policy text analysis to deconstruct the internationally leading practice of New Zealand archives administrative supervision system,summarizes five characteristics:systematic supervision system,multi-party supervision coordination,flexible supervision tools and sustainable supervision evaluation.And then based on China's practice,it puts forward the following suggestions for reference:strengthening the construction of supervision regulation system,building a supervision framework based on archives governance,adopting diversified supervision actions and tools,and optimizing supervision capacity and system guided by asset awareness.
