摘要
为学习借鉴英国科技成果质量评估知识和经验,为中国的科技创新和人才培养提供参考,研究英国的科研质量评估方法体系,分别介绍英国大学的科研评估考核(RAE)、科研卓越框架(REF)以及科研影响评分系统(RAISS)三种科研评估体系。重点研究英国科研卓越框架评估体系(REF)的创新特征,分析基于REF评估结果的科研质量拨款模式及其具体操作方法。科研卓越框架(REF)是英国在以往六次大规模科研评估基础上进行了较大改革的全新科研评估制度,旨在进一步推动国家科技创新,提升大学科研的国际竞争力。文章总结英国科研卓越框架的基本特征及其创新,进而探析评估体系改革的内在价值取向。在此基础上,提出借鉴英国科研评估体系的有益经验推动中国科技创新和科研工作内涵式发展的建议。研究结果对于中国的科技评价体制机制改革具有重要借鉴意义,将有助于推动建立定性与定量相结合的科学合理的科技成果评价体系,对完善中国的科研经费分配办法也具有现实意义。
This paper explored the UK s scientific research quality assessment system,which introduced three research evaluation systems:Research Assessment Exercise(RAE),Research Excellence Framework(REF)and RAND/ARC Impact Scoring System(RAISS).It also focused on the innovative characteristics of the UK Research Excellence Framework Evaluation System(REF),and analyzed the research quality allocation model based on the REF assessment results and its specific operation.The Research Excellence Framework was based on the previous six large-scale scientific assessments.The new reform of the new scientific research evaluation system aimed to further promote national innovation and enhance the international competitiveness of university research.The article summarized the basic characteristics and innovation of the UK s research excellence framework,and then explored the intrinsic value orientation of the evaluation system reform.On this basis,it put forward suggestions for drawing on the beneficial experience of British scientific research evaluation to promote the scientific innovation and connotative development of scienceand technology in China.The study has an important reference for improving the reform of research assessment system and mechanism,reversing the passive situation of China s excessive pursuit of output quantity,and will have a positive significance for promoting the scientific and reasonable evaluation system of China s scientific and technological achievements and the allocation of funds featured with integrating qualitative analysis method and quantitative assessmentmethod.
