摘要 位于武陵山区石柱土家族自治县的金铃乡银杏村,是集少数民族、革命地区、集中连片的特困地区。一方面该村以自然山水风光为资源禀赋,以培育民族文化精神高地为乡村振兴“铸魂”、“赋能”;以“非遗文化+扶贫”的路子,激活了乡村的内生动力;文化扶贫直抵人心取得了“点石成金”的效果,让土家人充分享受到文化释放的红利。另一方面,该村作为“民族团结进步示范村”,以做深做实民族团结工作为抓手,充分让民族政策惠及土家万户,生动地实现了民族团结之花在土家大地上常开常盛。一个个串联成珠的实践案例,为武陵山打赢脱贫攻坚战更好地接续乡村振兴发挥了活标杆的示范引领作用,向世人展示一幅色彩斑斓的美丽乡村新图景。 The strategy for rural revitalization put forward at the 19th CPC National Congress can be condensed into the following guiding principle:“Industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization and organizational revitalization”,among which the revitalization of culture is the key.Culture plays a significant role in constructing national psychology,shaping national character,forming national tradition and concentrating national spirit.General Secretary Xi Jinping has stressed many times that“realizing the rejuvenation of a nation needs both strong physical and spiritual strength”.On the one hand,cultural soft power lies at the core for measuring the prosperity of a country and a nation.On the other hand,the promotion of cultural soft power is conducive to the construction of a“new blue ocean”in beautiful rural areas.It can be said that prosperous culture makes a prosperous countryside,and strong culture makes a strong countryside.With culture as the bearer,cultural resources as the driving force and cultural industry as the brand,we should promote creative cultural transformation and innovative development,thereby helping the Wuling Mountainous areas achieve the double success of precise poverty alleviation and rural revitalization through culture.Xi Jinping pointed out in ruoniao ruhe xianfei(How The Weak Bird Flies First)in his selected works entitled baituo pinkun(Eliminating Poverty)“poverty alleviation should start from supporting people's minds,and in doing so,the consciousness of poverty should be weakened from the ideological perspective”.In other words,only when a nation stands up spiritually can it represent the true rise of itself.At the same time,it should uphold the cultural spirit of“never forget the original and carry forward our cause and forge ahead into the future”.In terms of“Poverty Alleviation through Culture”in the New Era,on the one hand,it emphasizes spiritual abundance,and shows the spirit of a nation through promoting cultural quality.On the other hand,it takes the promotion of spiritual culture as the starting point,intangible cultural heritage+poverty alleviation as the key,and benefiting the people through culture as the core.In so doing,it pushes the unity of poverty alleviation and cultural revitalization,and continues to promote an effective connection between comprehensive poverty alleviation and rural revitalization.Yinxing Village of Jinling Township is located in the eastern part of Shizhu Tujia Autonomous County,Chongqing.It covers an area of 20.2 square kilometers and has 7 village sub-groups under its jurisdiction.The village,dominated by the Tujia ethnic people,is about 64 kilometers away from Shizhu County seat,and is adjacent to Lichuan,Hubei province.In terms of natural ecological space,Yinxing village in Jinling township preserves a series of natural landscape such as Qiyao mountain,the Zhangzi cliff and Youguan valley.The beautiful natural scenery contributes to many fantastic stories about the village,and it embodies the philosophy of“harmony between Tujia people and nature”.In terms of the space of the cultural ecological corridor,the Tujia people of Yinxing village in Jinling township have a naturally harmonious relationship with other ethnic groups in this area,promoting cross-cultural and trans-regional integration,and vividly illustrating a cultural ecological picture of“harmony in diversity and respecting differences in beauty”.The Tujia people of the village have maintained long-term communication and exchange with other neighboring ethnic groups,such as the Miao,Yao and Han,thereby forming a cultural corridor in which different ethnic cultures are embedded and integrated with each other.This makes the local Tujia people return to and encircle the memories of their own ancestral culture and their own ethnic cultural ecology while,at the same time,they absorb the cultural essences of other ethnic groups,and through this,realize the innovation and development of their own ethnic culture.In the process of ecological and cultural protection,Yinxing villagers take the spirit of the 19th National Congress as the blueprint for action,holding up the concept that“lucid waters and lush mountains are invaluable assets”.They make full use of the local natural and cultural ecology,play the golden card of“protecting the village with ecology”and“cultivating the village with ecology”,achieve the same resonance between green ecological protection and poverty eradication,empower rural areas with cultural ecology so as to promote rural revitalization,apply the concept of green ecology,healthy culture and intangible cultural heritage throughout the whole process of running new industries and new forms of business,and effectively promote the superposition,docking and integration of the primary,secondary and tertiary industries,making the village a new model of“cultural beauty,ecological green and rural prosperity”in the Wuling mountainous area.Yinxing villagers have responded to the macro design of the“grand view of history”with small details,and draw a colorful countryside scene for us:1)The traditional culture of the Tujia people,with its culture of houses built on stilts,its luo'er tunes,the“waving-hand”dance,etc.,illustrates the great spiritual atmosphere of the Tujia people;these are regarded as the cultural classics of Tujia knowledge and the map of Tujia life.Following up on these elements,the Tujia villagers let themselves revisit the spiritual footprints of their ancestors,and with them construct their spiritual strength.2)At the time of precise poverty relief and rural revitalization,the activity of“bringing culture into ten thousand families”creates spaces and opportunities for the Tujia culture to“walk out of”Wuling into the outside world.3)The folk artists of Yinxing village in Jinling Township,through the spirit of their craft of telling Tujia stories,singing Tujia folk songs,and dancing the Tujia“waving-hand dance”,carried out the responsibility of the folk artisans,and cultivated a kind of cultural spirit.4)Yinxing village of Jinling township has become a firm supporter for the development of rural tourism with its characteristics,industries and cultural empowerment.
