摘要
目的从配套政策、运行管理和效率效益3个维度,对2018—2019年我国城市医疗联合体建设情况进行综合评价,为推进城市医疗联合体建设提供参考。方法采用TOPSIS法、秩和比法及二者模糊联合法进行评价。结果我国城市医疗联合体建设有所成效,但政策落实和运行管理方面存在不足,效率效益地区差异较大,北部地区普遍低于南部。结论TOPSIS法、秩和比法以及二者模糊联合法对城市医疗联合体建设成效的综合评价结果基本一致,更加准确和客观。
Objective From the three dimensions of supporting policies,operation management and efficiency benefits,to comprehensively evaluate the development of China’s urban medical alliance from 2018 to 2019,in order to provide reference for urban medical alliance construction.Methods TOPSIS method,RSR method and the fuzzy combination method of the two were evaluated.Results The construction of China’s urban medical alliance has been effective,but there are deficiencies in policy implementation and operation and management.The efficiency and benefits vary greatly among regions,and the northern region is generally lower than that in the southern region.Conclusion The comprehensive evaluation results of the TOPSIS method,RSR method and the fuzzy combination of the two methods for the construction of the urban medical alliance are basically consistent,more accurate and objective.
