基于党委领导下院长负责制的公立医院议事决策制度研究

Research on the Public Hospitals’ Decision-making System in the Presidential Accountability System Under the Leadership of the Party Committee

在中共中央办公厅《关于加强公立医院党的建设工作的意见》以及上海市委的实施意见相关要求的基础上,结合上海申康医院发展中心管理的公立医院工作实践,通过制度框架构建和要素内容分析,明确医院议事决策的主体、客体和议决形式,分类标化党委会、院长办公会的议事程序,分类梳理医院日常议事决策涉及的事项内容,逐一对应形成议事清单。以此方法,为医院在党委领导下的院长负责制的新体制下建立健全新的议事决策制度提供参考。

The article focuses on creating an institutional framework and analysis tool to clarify the subject,object and procedure of hospitals’decision-making system on the basis of the CCPCC’s Opinion on Strengthening the Party Building of Public Hospitals and the Shanghai’s implement opinion of the public hospitals which are charged by Shanghai Hospital Development Centre.By this framework and tool,it tries to form a list which is corresponding to the classification and standardization of the procedures of the Party Committee and the presidential meeting and the sort of the public hospital’s daily affairs.In this way,it provides a method to establish and improve a decision-making system in the Presidential Accountability System under the Leadership of the Party Committee.
