改革开放以来我国职教教师专业发展政策的回顾与思考 被引量:3

Review and Reflection on Professional Development Policy of Vocational Teachers in China since the Reform and Opening-up

摘要 改革开放以来,为适应职业教育发展,国家出台了一系列职教教师专业发展政策,在推动职教师资队伍建设上发挥了重要作用。文章依据社会发展背景及重大政策颁布时间,从恢复重建(1978—1990年)、改革探索(1991—2001年)、优化调整(2002—2010年)、深化发展(2011年至今)几个阶段对相关政策进行梳理和分析,在此基础上反思职教教师职前培养、专业标准、资格认证、师德提升以及“双师型”培养认证等方面政策的不足并提出建议,以期为政策的制定和完善提供借鉴。 Since the reform and opening up,in order to adapt to the development of vocational education,China has issued a series of professional development policies for vocational teachers,which has played an important role in improving the quality of vocational teachers and promoting the construction of teaching staff.Based on the social development background and the time of promulgation of major policies,this paper sorts out and analyzes the relevant policies from the stages of rehabilitation and reconstruction(1978-1990),reform and exploration(1991-2001),optimization and adjustment(2002-2010),and deepening development(2011-present).On the basis of sorting out and analyzing the policies,this paper reflects on the policy deficiencies of pre-service training of vocational teachers,professional standards,qualification certification,promotion of teachers'morality and"double-qualified"training certification,and puts forward relevant suggestions,with a view to providing reference for policy formulation and improvement.
