长三角县域创新投入与产出脱钩关系及效率研究

Research on Innovational Input-Output Decoupling and Efficiency of Counties in the Yangtze River Delta

文章以长三角江苏、浙江、安徽三省153个县(含县级市)为分析对象,综合运用投影寻踪模型、扩展脱钩指数和超效率SBM模型,研究了县域创新投入与产出的综合水平、脱钩状态及相对效率。结果发现:县域创新投入与产出的综合水平呈“金字塔”型结构,极少数县(市)处于高水平位置,绝大多数县(市)的创新水平偏低,三个省份的总体创新水平从高到低依次为江苏>浙江>安徽;超过80%的县域创新投入与产出存在明显脱钩现象,其中近四成属于负脱钩类型,即创新产出强度相对低于创新投入规模,主要分布于江苏、浙北和皖西北地区;仅20%左右的县域创新投入与产出达到SBM有效,正向脱钩地区表现出更高的创新效率;长三角三省整体及江苏、浙江的县域创新效率不具有显著的空间关联,安徽省内县域创新效率表现出显著的空间正相关。

Taking 153 counties(including county-level cities)in three provinces(Jiangsu,Zhejiang,and Anhui)of Yangtze River Delta as the analysis object,this paper studies the comprehensive level,decoupling state and relative effi⁃ciency of county innovation input and output by using projection pursuit model,extended decoupling index and super effi⁃ciency SBM model.The results show that the comprehensive level of county innovation input and output presents a"pyra⁃mid"structure,a few counties(cities)are at a high level,and the innovation level of the vast majority of counties(cities)is low.The overall innovation level of the three provinces from high to low is Jiangsu>Zhejiang>Anhui;more than 80%of county innovation input and output have obvious decoupling phenomenon,and nearly 40%of them belong to negative decoupling type,that is,innovation output intensity is relatively lower than innovation input scale,mainly distributed in Ji⁃angsu,Northern Zhejiang and Northwest Anhui;only about 20%of the county innovation input and output reach SBM effi⁃ciency,and the positive decoupling regions show higher innovation efficiency;there is no significant spatial correlation among the three provinces of Yangtze River Delta,Jiangsu and Zhejiang,while there is a significant positive spatial corre⁃lation among the innovation efficiency of counties in Anhui province.
