摘要
环境规制不仅是促进中国绿色发展的重要力量,而且可以成为调控房价的重要手段。文章基于2005—2017年各省级灯光数据,使用中介效应模型明晰了环境规制调控房价的路径与作用机制。研究表明,各省环境规制主要通过优化产业结构、调整第二产业就业结构及城市化进程调控房价。同时采用GS2SLS法进行检验的结果表明:中国环境规制与房价呈U型关系,房价存在正向空间溢出效应;东部地区环境规制对房价为促增作用,中部地区呈倒U型关系,山西、内蒙古等省份环境规制强度已越过拐点进入房价的促降阶段。研究结论具有重要的政策含义,东部地区应合理利用环境规制的就业挤出效应,推进绿色发展调控房价;适时加大环境规制强度,降低第一与第二产业就业比重则是中西部地区调控房价的关键举措。
Environmental regulation is not only an important force to promote China’s green development,but also an important means to control house prices. Based on the lighting data of each province from 2005 to 2017,this paper uses themediating effect model to clarify the path and mechanism of environmental regulation regulating house prices. The resultsshow that the provincial environmental regulation mainly regulates the housing price by optimizing the industrial structure,adjusting the employment structure of the secondary industry and the urbanization process. At the same time,theGS2 SLS test results show that there is a U-shaped relationship between China’ s environmental regulation and houseprice,and there is a positive spatial spillover effect of house price;in the eastern region,environmental regulation playsan important role in promoting the increase of housing prices,while in the central region,the relationship is invertedU-shaped. The intensity of environmental regulation in Shanxi,Inner Mongolia and other provinces has crossed the inflec-tion point and entered the stage of promoting the decrease of housing prices. The conclusion has important policy implica-tions. The eastern region should make rational use of the employment crowding out effect of environmental regulation topromote green development and regulate housing prices;increasing the intensity of environmental regulation and reducingthe proportion of employment in the primary and secondary industries are the key measures to control housing prices inthe central and western regions.
