摘要
联合国儿童基金会以人权、公平等理念为核心价值取向,积极参与全球儿童教育发展,致力于维护儿童生存与发展的权力。新经济背景下,儿童学习面临全球性危机,儿童基金会教育核心理念不仅需要继续关注人权与公平价值取向下的学习获取问题,还需积极回应国际社会优质教育需求下的成果改善问题。2019年,联合国儿童基金会发布了面向未来十年的教育战略-《每个孩子都能学习:2019-2030教育战略》。一方面,该战略延续了一贯的人权价值取向教育理念,关注两性教育平等、早期儿童教育、边缘化青少年教育和危急环境中的青少年教育,坚守公平与包容的主题和举措,为保障教育公平获取作出努力。另一方面,该战略指向未来工业变革的能力培养,以学习者为中心,致力于改善学校系统、创新学习方式、构建教育数据库,突出教育系统强化和学习方式创新以改善学习成果。此次教育战略革新,儿童基金会教育理念与实践上既有传承又有较大的方向性改变,其总体特点是在坚守中逐渐趋向于平衡。研究儿童基金会的最新教育战略,对我国与之开展的教育合作具有指导意义,如合作开展性别平等教育、合作推进早期儿童优质教育、合作构建学习成果数据库等。同时,该教育战略对我国基础教育的公平目标实现和高质量发展具有一定参考价值。
In order to protect the rights of children’surviving and developing,UNICEF takes human rights and equity as its core value orientation and actively participates in the development of global children’s education.However,the new economic development has new demand for education.Meanwhile,children’s learning is facing a global crisis.Therefore,UNICEF’s core concept of education not only needs to pay attention to the learning and acquisition under the value orientation of human rights and equity,but also needs to actively respond to the improvement of results under the international community’s demand for quality education.Based on this background,UNICEF announced the education strategy for the next ten years in 2019,that is Every child learns:2019-2030 education strategy.On the one hand,this strategy continues the consistent human rights value-oriented education concepts,such as focusing on gender equality,emphasizing early childhood education,valuing the education for marginalized youth and the education under fragile environment.This strategy adheres to the theme and measures of fairness and tolerance,and makes efforts to ensure fair access to education for every child.On the other hand,the strategy emphasizes children’s capacity building for future industrial transformation,and focuses on improving the school system,innovating learning methods,building education databases,which centered on learners.This strategy highlight the strengthening of the education system and the innovation of learning methods to improve learning outcomes.In this educational strategic innovation,the educational philosophy and practice of UNICEF have both inherited and transmitted in direction.The whole feature is that it gradually tends to balance in persistence.Finally,this article provides suggestions for education cooperation between China and UNICEF,such as cooperation in gender equality education,cooperation in promoting quality education for early childhood,and cooperation in building a learning achievement database.At the same time,this education strategy has certain reference value for the realization of fairness goals and high-quality development of China’s basic education.
