黄河中游地区生态保护和高质量发展战略研究

Strategy of Ecological Protection and High⁃Quality Development in the Middle Yellow River

黄河中游地区是我国重要的农牧业和能源生产基地,也是文化资源丰富地区。黄河流经中游地区的黄土高原核心区域,该区域水土流失严重、生态环境脆弱,是生态保护和高质量发展进程中需要解决的难题。分析了黄河中游地区的地貌特征、气候环境特点、水土环境和经济发展基本状态,以及存在的水资源供需矛盾、水土流失、环境污染、管理机制矛盾和公众参与治理不足问题等。从推进绿色发展、注重协同发展、促进产业发展、加强共建共享、弘扬黄河文化和加快城市群建设六个层面做出了战略设计。提出黄河中游地区生态保护和高质量发展新格局的实现路径,即加强顶层设计、完善生态保护治理机制、创新管理体制、构建新发展格局和深化市场化改革等。

The Middle Yellow River is an important agricultural and energy production area in China and it also has rich culture.However,the Yellow River flows through the Loess Plateau,where has serious soil erosion and fragile ecology.It poses a serious challenge to the high⁃quality development of the Middle Yellow River.This paper briefly described the geographical feature,climate environment characteristics,soil and water environment and economic status of the Middle Yellow River.As well as,this paper described the existing problems of the con⁃tradiction between water supply and demand,soil erosion,pollution,management mechanism and imperfect public participation.Then,the strategy design was made from six aspects including promoting green development,constructing coordination development,promoting industri⁃al development,strengthening construction and sharing,promoting the Yellow River culture and speeding up the construction of city groups.Finally,a bracing system including strengthening top⁃level design,improving water control mechanisms,innovating governance,constructing new development pattern and promoting market⁃oriented reforms was established for ecological protection and high⁃quality development in the Middle Yellow River.It was expected that this paper could lay a certain scientific decision⁃making foundation for ecological protection and high⁃quality development in the Middle Yellow River.
