水质水量双变量水权交易模式研究

Study on Trading Models of Water Rights Trading with Water Quality and Water Quantity Variables

水质与水量是水资源的基本属性,二者的统一是水资源价值和使用价值得以实现的前提条件。为进一步通过市场化机制优化配置水资源,提出水质水量双变量水权交易模式。从双变量水权交易的合理性、可行性入手,结合我国实际情况,提出双变量综合交易、以质定价以量定值交易、以质易量交易3种交易模式,并对3种模式的设计逻辑与交易要素进行分析。建议通过进一步构建和完善双变量水权交易法律法规、政府监管机制、开展试点探索等措施,推广双变量水权交易,为解决我国水资源短缺问题、提升水资源优化配置效益与效率提供有力支撑。

Water quality and quantity are the basic attributes of water resources and the unity of them is the prerequisite for the realization of water resources value and use value.In order to optimize the allocation of water resources in market⁃oriented way,this paper brought out trading models of water rights trading with water quality and water quantity variables.Based on the analysis of the rationality and feasibility of two variables water rights trading and combined with the actual situation of China,it put forward three kinds of two variables trading modes,i.e.two variables comprehensive trading,water quality oriented trading and quantity and quality transformation trading and analyzed the de⁃sign logic and trading elements of the three modes.In addition,special two variables water rights trading laws and regulations,the govern⁃ment supervision mechanism were required to promote the practice of two variables water rights trading.The practice of two variables water rights trading could provide strong support for solving the shortage of water resources in China and improve the efficiency and efficiency of op⁃timal allocation of water resources.
