基于“冬奥”契机和脱贫攻坚背景的 “党建+”融合模式研究——以张家口市康保县芦家营乡为例

Research on the Integration Mode of“Party Building+”in the Background of“Winter Olympic Games”and Poverty Alleviation——Illustrated by the Case of Lujiaying of Kangbao County,Zhangjiakou

基层治理作为推进国家治理体系和治理能力现代化的基石,在后疫情时代和全面打赢三场硬仗建设经济强省的今天,对做好“六保”、“六稳”工作,聚焦脱贫攻坚任务至关重要。作为贫困边片区的张家口市基层党委,应找准发展村级集体经济“突破点”,以“五型”党组织的创建社会治理能力和治理体系现代化试点为抓手,选好选准治理试点,构建党领导下的更加健全的自治、法治、德治相结合的乡村治理体系。以张家口市康保县芦家营乡为例,探索冬奥契机下创新“党建+”融合模式,以期推进张家口脱贫攻坚取得实效。

Community-level governance is the cornerstone for modernizing the country’s governance system and capacity.In the post-epidemic era and in the era of winning three hard-fought battles to build economically strong provinces,it is of vital importance for ensuring“stability on six fronts”and maintaining“security in six areas”and for focusing on poverty alleviation.As a Party committee at the grass-roots level in the poor area of Zhangjiakou,it is its duty to get the“breakthrough point”for the village-level collective economy development,taking the“five-type”Party organization’s establishment of social governance ability and the governance system modernization pilot project as the starting point,to determine an experimental unit for management,and to build a sound rural governance system under the leadership of the Party and observing both the rule of law and the rule of virtue.This paper,illustrated by the case of Lujiaying of Kangbao County,Zhangjiakou,explores the innovative“Party building+”integration mode in the background of the Winter Olympic Games in order to advance the fight against poverty in Zhangjiakou and to achieve practical results.
