中国“双一流”大学建设成效中期监测评估研究 被引量:2

摘要 在系统梳理"双一流"背景下中国大学监测评估法理依据基础上,创新优化中国大学分类标准及其发展愿景,科学构建以知识创新为根、以办学效益为本、综合贡献优先的中国特色、世界接轨的"双一流"大学建设成效监测评估指标体系的理论导向及方法论,深度挖掘高等教育质量监测国家数据平台中的原始核心数据和时序大数据,综合运用140所"双一流"建设高校(A+B+C类)的建设方案及中期自评报告和有影响力的第三方评价结果,以中国大学竞争力指数为中心对其建设进展、建设成效对照标杆大学进行中期评估与实践验证,并合理利用灰色预测GM(1,1)模型对其建设态势进行科学预测,可为国家动态监测、跟踪评估、螺旋判别、柔性遴选第二轮"双一流"大学提供参考借鉴,持续推动中国高等教育监测评估体系和监测评估能力现代化。 On the basis of systematically combing the legal bases of the monitoring assessment of universities of China under the background of"double first-class"strategy,the article innovates and optimizes the classification standards and development visions of the universities of China,and scientifically constructs the theoretical direction and methodology of the monitoring assessment index system of construction effects of the"double first-class"universities with Chinese characteristics connected to the world and knowledge innovation and school effectiveness as its root,which is comprehensive contribution preferred and world-connected.This paper deeply excavates the original core data and time series big data in the higher education quality monitoring national data platform etc.This study comprehensively applies the construction plans and mid-term self-assessment reports and influential third-party evaluation results of 140"double first-class"construction universities(A+B+C),then takes the Chinese universities competitiveness index as the center to carry out the mid-term evaluation and practical verification of its construction progress and effectiveness against benchmark universities,and reasonably uses the grey prediction model GM(1,1)to scientifically predict its construction situation,which can provide references for the national dynamic monitoring,tracking assessment,helix discriminant and flexible selection of the second round of the"double world-class"universities,finally continue to promote the modernization of the Chinese higher education monitoring assessment system and capabilities.
